Replacing Windows in New York: Older Homes and Approvals
In most states the hard part of a window replacement is choosing the window. In New York it is getting agreement — from a building department, sometimes from a landmark commission, often from a board — and then fitting a modern unit into an opening that was built long before catalog sizes existed.

Who has to say yes before work starts
Four possible gates. Most New York houses face at least one, and some face all four.
The building department
The authority with jurisdiction over your address decides whether the work is permitted and on what terms. In New York City that is the Department of Buildings, working to its own filing rules.
A landmark or historic district
Where a designation applies, what the street sees can be reviewed: material, profile, glazing pattern, sometimes finish. That review is separate from the permit and does not follow it.
A co-op or condo board
In a shared building the governing documents may reserve the facade, set an approved specification, or require the work to be done by an approved contractor. Read them before you shop.
Whoever owns the building
If you rent, the windows are not yours to replace, and the improvement you want is a request to a landlord rather than a project to quote.
Old openings do not behave like new ones
A great deal of New York housing predates the standardized opening, and the window has to meet the house where it is.
Sound frames, dead sashes
In an older building the frame is often sound long after the sashes have stopped working. Weight pockets, deep jambs, plaster returns and openings out of square by a noticeable margin all change what a replacement can be.
Five measures on the label
The National Fenestration Rating Council certifies heat loss, solar heat gain, visible light, air leakage and condensation behavior, and every certified unit carries them. In a heating climate the leakage and condensation figures deserve as much attention as the insulation number.
Paint from before 1978
The Environmental Protection Agency requires anyone paid to carry out work that disturbs paint in housing built before 1978 to be certified in lead-safe work practices and to work for a lead-safe certified firm. Owners working on their own pre-1978 home are generally outside that rule; landlords and property managers are not, which matters in a state holding this much rental stock.

The solar figure there is a minimum rather than a maximum, because winter sun through the glass is free heat. Figures from the ENERGY STAR October 2023 criteria table, zone from its climate zone map, both read 22 August 2026, and the criteria rest on ratings certified by the National Fenestration Rating Council. The map is drawn by county, so confirm yours on it rather than taking a statewide reading as your own.
What a New York project turns on
Decide these first
- Which approvals apply — permit, design review, board consent — in that order of discovery, not of importance
- Insert or full-frame — an old opening usually makes this decision for you once someone has looked at it
- Sightline and pattern — in a reviewed district the appearance of the unit is part of the approval
- Access — upper floors, air shafts and street frontage change how the units are delivered and set
Ask for the measured opening sizes in writing. In an out-of-square opening the difference between quoted and actual glass area is visible from the sofa.
What moves a New York quote
- Filing and approval work — somebody has to do it and it appears in the price, whether or not it is itemized
- Restoration of the opening — plaster, trim and exterior make-good are real line items in an old building
- Building logistics — lifts, protection, permitted working hours and waste removal in shared buildings
- Unit count — a whole floor at once and one bedroom window are not the same job per opening
A statewide New York price would mislead

- Your local building department — issues the permit. In New York City that is the Department of Buildings, whose filing rules are covered on the city page.
- The commission that designates your district — reviews what a landmark or historic designation requires. Only that body can tell you what your facade may carry.
