How Window Energy Ratings Work, and Which Ones Matter Where

Every window in a showroom is sold as efficient. The label on the glass is the only part of that claim anyone certifies, and it takes about five minutes to learn to read.

What makes a window energy efficient?

Not one component. A chain of six, and the certified number is what the chain adds up to.

The panes

Two or three sheets of glass held apart in a sealed unit. Pane count is the part every salesperson leads with and the part that settles least on its own.

The gas fill

What sits in the cavity between the panes instead of air. It is invisible, unverifiable by eye and can only be checked against the rated number for that unit.

The coatings

Low-emissivity layers applied to particular surfaces of the glass. Which surface they sit on changes what the window does with the sun's heat.

The edge spacer

The component holding the panes apart at the perimeter. It is the part that fails quietly, and the reason a sealed unit fogs years after it was fitted.

The frame

It surrounds the glass and is rated with it. A U-factor describes the whole assembly, frame included, not the glass on its own.

The seal to your wall

The last link, and the only one certification never sees. A rated window fitted badly performs worse than its label and no sticker will say so.

This is why the market rates a window as a finished unit rather than by its ingredients, and why a sales sheet listing a coating and a gas fill without a certified number has told you what is in the window but not what it does. ENERGY STAR makes the same point from the other direction: its criteria page states that certified windows are available in fiberglass, vinyl, aluminum, wood and combination frames, and that no specific technology is required for certification. What does the NFRC label show?

Five certified measures, on a sticker, for one specific product.

The five measures are those NFRC states it certifies, read from nfrc.org on 22 August 2026. The direction column describes what each measure means, not a threshold.

They are certified for that exact product, which means two windows from the same manufacturer and even the same product line can carry different numbers once the glass package changes. One fact about the label is worth more than the rest, and almost nobody selling windows mentions it: NFRC states that it is the official certification body for ENERGY STAR windows through its FenStar program, and that a window must be NFRC-certified before it can be enrolled for ENERGY STAR certification. If a company can show you the mark but cannot produce the numbers behind it for the unit it is quoting, it is showing you the summary and withholding the working.

What is U-factor and what is SHGC?

Two independent numbers that answer two different questions about the same pane.

U-factor: heat you already paid for

It describes how readily heat passes through the window as a whole, frame and glass together, so the lower the figure the more slowly heat crosses it in either direction. On a February night that is the number keeping your heating bill down; on an August afternoon it is the number keeping conditioned air inside.

SHGC: heat you did not pay for

The solar heat gain coefficient describes how much of the sun’s energy the window admits, so a lower figure admits less. Whether that is a benefit or a loss depends on where you live and which way the window faces: free winter heat in a heating-dominated house, a cooling load all summer in the other kind.

The two are independent, and that independence is the whole reason the label carries both. A window can hold heat in well and still admit a great deal of sun. It is also why no single number can be called the efficient one, and why a national requirement for windows would be incoherent — which brings us to the zones.

Which ENERGY STAR climate zone am I in?

Four zones, four qualifying pairs, and one of the four runs the opposite way from the rest.

  • Northern

    ≤ 0.22

    U-factor

    ≥ 0.17

    SHGC

    Heating-dominated. The solar figure is a floor here rather than a ceiling: winter sun through the glass is free heat.

  • North-Central

    ≤ 0.25

    U-factor

    ≤ 0.40

    SHGC

    Both seasons matter. The widest solar allowance of the four, because summer and winter pull in opposite directions.

  • South-Central

    ≤ 0.28

    U-factor

    ≤ 0.23

    SHGC

    Cooling-dominated. Insulation loosens, solar control tightens sharply.

  • Southern

    ≤ 0.32

    U-factor

    ≤ 0.23

    SHGC

    Cooling all but year-round. The loosest U-factor of the four and the same tight solar ceiling.

ENERGY STAR's October 2023 criteria table. U-factor is measured in Btu per hour per square foot per degree Fahrenheit; the solar heat gain coefficient is a ratio and carries no unit. Air leakage must be 0.3 cfm per square foot or lower in every zone.

Read the second column twice, because it does not mean the same thing all the way down. In the three warmer zones it is a ceiling. In the Northern zone it is a floor of 0.17, because winter sun coming through the glass is doing free heating work and a coating that rejects it throws that work away. The same measure is a maximum in one zone and a minimum in another. The Northern zone also has a second route, which ENERGY STAR calls equivalent energy performance: it trades a little insulation for a great deal more solar gain.

ENERGY STAR, October 2023 table. A northern window that misses 0.22 is therefore not disqualified, and the company quoting it should say which line of the table it claims.

What the table does not settle is which zone covers your house. ENERGY STAR draws the map county by county and most states fall in more than one, so your state does not answer it. Find your own county on the map and write the pair down.

Orientation changes which number matters

The same window does different work on different walls of the same house.

North-facing

Receives very little direct sun through the year in the continental United States, so the solar heat gain coefficient hardly earns its place in the decision and the U-factor does almost all the work.

West-facing

Takes low afternoon sun straight on in the hottest part of the day. This is where a lower solar heat gain coefficient pays for itself in a cooling climate, and where shade, overhangs and planting do too.

South-facing

Sits between the two, and is the one where the answer genuinely differs between a house in Ohio and a house in Georgia.

None of that requires a different product on every wall. It does mean that if a company proposes one glass package for the whole house, it is worth asking which elevation it was chosen for.

What the ratings do and do not tell you

The certified numbers are strong evidence about a narrow question.

What the label settles

  • How this exact unit performed, tested to one national method
  • That the numbers were certified by a third party, not the manufacturer
  • That two quoted windows can be compared on identical measures
  • That the ENERGY STAR mark, where present, rests on those certified ratings

What it leaves open

  • Acoustic performance, which is not among the five certified measures
  • How long the sealed unit will hold its gas fill in service
  • How well the window will be fitted into your particular opening
  • What any of it will save you, which no label attempts to state

The sound point catches people out. A window sold on quietness is being sold on something the certification does not cover, so ask for the manufacturer’s own acoustic test data by name and number if noise is your reason for replacing. Taking the numbers into a quote

Eight questions that turn a brochure claim into something you can check.

  1. What is the U-factor of the exact unit you are quoting, not the product line?
  2. What is the solar heat gain coefficient of that same unit?
  3. Which ENERGY STAR climate zone are you specifying this for?
  4. Is this window NFRC-certified, and can I see the label before installation?
  5. What is on the glass, on which surface, and what is between the panes?
  6. What is the spacer at the edge of the sealed unit made from?
  7. Does the quoted glass package change on any elevation of the house?
  8. What does the warranty say about the sealed unit specifically?

Two quotes become comparable the moment both answer the first two of those, and not before. Is there a tax credit for energy efficient windows?

A question with a moving answer, which is why no figure appears here. Incentives come from three directions and none of them is stable.

The federal position

Set by legislation and applying to property placed in service within defined years. Check it with the IRS directly for the year you are actually spending in.

State programs

Run by energy offices and weatherization administrators on their own eligibility rules. Ask your state energy office what it operates this year.

Utility rebates

These vary between two neighboring utilities in the same state, so the only reliable answer comes from your own utility.

This page publishes no credit amount, no percentage and no eligibility rule for any of the three. A figure of that kind is only worth printing if it has been re-read for the year you are spending in, and ours has not been. Before you count on any of it, check whether the program pays for the installation or only for the product, because that distinction has caught out more homeowners than the headline figure ever has.

Rating questions

The National Fenestration Rating Council. It states that it is the official certification body for ENERGY STAR windows through its FenStar program, and that a window must be NFRC-certified before it can be enrolled for ENERGY STAR certification. The NFRC label is the underlying document; the ENERGY STAR mark is the conclusion drawn from it.

Read the label before you read the brochure

Two certified numbers on the units you are quoted will tell you more than an afternoon of showroom talk.
